Its gonna screw things up more then its worth. I think some will scam. Turn in a 500$ clunker and get 4500$ off an 8000$ Kia and then turn around and sell it for 5000$. Someone gets a new car for 3000$ less and you put 1500$ in your pocket.
I also think the sticker prices will go up. There will be no wheeling and dealing on price. This is what the price is after all you are getting 4500$ for your clunker.
I think the small low price used market will disappear. No more 10 year old Park Avenues with 100000miles for 3000$ at the used lot in the south part of town. who ever traded that in didnt get close to 4500$ so they will turn in an otherwise good car for their 4500$ clunker cash and that car will go to scrap.
