winch shear pins/working load limit

I've read a number of posts over the years regarding winch cable preferences and recommendations. I understand all that. My question is: shouldn't the winch shear pin be the weakest link in the whole system? Having said that, what is the breaking point for the 5/16 shear pin as used on the 10,000 lb. MU2? Shouldn't the pin break at less than the working load limit of the cable and chain? Or what? Thanks.
