I like the test idea. That way the variables are eliminated and you can just determine the real size of a required shear pin. The value for shear/tensile will be .6 for steels.
Too many losses and variance between machines! Testing is usually the "easy" way out since you can gloss over a lot in terms of engineering, but I think I can convince myself it is ok in this situation.
