Soft steel has an ultimate shear stress of about 34-35ksi.
It feels like there are too many unknown variables to allow us to swag the numbers and get anything of value. I know they can be sheared.
Best bet would to be just set up a simple contraption that shears at 10k on the hook side. If it shears before the pin in your PTO driveline, you know your pin is too hard. A simple dead weight of 10k being lifted straight up would suffice.
