Pole on tire chains

Having been raised in the mountains of Idaho and spent a lot of time around four wheel drive vehicles I was taught if there was one set of tire chains they worked best on the steering axle.
Today I still keep at least one set of chains in every rig. At the tire store a young man told me the chains should go on the rear of a 4x4 pickup truck. What say you?
