This is a trick question. There is no single answer, as the replies below indicate. It's like the question asked over on Gordon's site. "If you could only have one handgun, which is best?" As the answers to that question proved, the answer depends on the application. Obviously front and rear are optimum. I believe the front end is the best place for a single pair. Having said that, I usually put chains on the rear of my plow truck, because I believe the steering, flexing up and down due to lifting the plow blade, and other factors, might cause the chains to loosen and slip off, causing all kinds of problems. I honestly have never stuck the truck with chains on the rear only.
