You shouldn't have to rev the engine that high to get it to work.
That system relies more on GPM than high pressure.
You need to check the sump filter in the tank. There are generally more than one filter in the system.
As to your question,first you need to find the hyd requirements of the boom/bucket manufacturer,and then look for a power unit that meets that demand.
I don't think your going to get anything any better to work cheaper.
You need to find someone with flow and pressure gauges to check it for you and find the the weak part of the system.
