Usually when the pump pulls the engine rpm down means that the pump is working properly,
and meeting resistance (load requiring more rpm.
If the pump was shot the engine would stay revved up with no noticeable gain in control function movement.
Your problem sounds more like a restriction to me. Either a plugged screen somewhere or improper size (micron) filter restricting flow.
Also main relief valve cartridge could be sluggish
