Could you loosen the frame extensions to give any slack to the mounting surface? On the '48 PW, this is possible, because of the 2 piece bumper.
I would say 20 1/2" would be the number to shoot for. Could you use a die grinder and oblong the holes a little to get the extra movement you need? This might be easier than welding and re-drilling? JH
