Were your beam hangers supposed to be ordinary mild steel? Now that so much structural steel is made from scrap in mini-mills, I wonder how careful they are about controlling the alloy. Maybe they put in whatever they have and so long as the end result meets the tensile spec, they call it good. On your hangers did you try annealing the hard spots before you finished drilling them? Annealing shouldn't hurt mild steel. I just heated it bright red with the torch and let it cool in open air.
