I have had the exact same problem with some new steel recently. I was making some beam hangers and drilling the holes for the mounting bolts was a real pain, due to what you just described.
I guess if you had a piece of steel that you know is drillable, you could cut out a 2" square and weld a larger piece in that would allow you to be drilling all steel and not steel and weld, which, as you know, can be tricky.
