One of my best friends is a Customs agent. Working a port of entry sounds like the worst assignment you could draw. After you've removed heroin or other contraband from a baby's diaper or taped to a toddler's back, you have to presume every person you see is bent. It's like nailing a tweaker with an ounce of meth in his pocket only to have him tell you the drugs were in the pants when he found them in the alley.
Add the prospect of international terrorism into the mix and there are going to be hurt feelings. By the way recording a federal agent without his or her consent is a crime as well.
Are there better ways to conduct an encounter like that? Absolutely.
Most use of force incidents begin with failure to comply.
