1947 PW Transmission Replacement Help

I've got a 1947 PW with PTO winch and the transmission has been making a lot of high pitched noise. I had it looked at and it looks like it hasn't been taken care of very well in the past. Some of the gears have bluish tints and there is some rust and now there are metal filings in the oil.

Would you guys recommend rebuilding it or replacing it? If I replace it I'd love to get a five speed for better road use. Where would you recommend getting five speed with a PTO and what type?
