Help, Eletric Trailer Brakes

My Trailer brakes have been intermittent, and I thought I might have a wiring problem, so I installed a new 7-Pin Trailer connector and new brake wires back to each axle.
Some time the voltage would go to the pre-set level and I'd have brakes, and sometimes it would only go up to 2 volt snad no brakes. Sometimes while braking they would drop to no brakes or jump up to brake voltage (kind of jerking me around).
Well, they are still doing the same. Any ideas? Could I have a bad coil in a wheel?
