I was going to say, check the truck controller. But since you isolated that out and there still is a problem....

You might try and just put a ground cable from the trailer to the truck. Sometimes, the ground in the wire doesn't get connected at the truck/trailer connections. Sometimes the ball doesn't ground it sufficiently either.
