Torque Plus Angle of Rotation

My Cummins Shop manual specifies in many cases the torque spec, Plus an angle of rotation after the torque is achieved. Cummins has a angle gauge for measureing the angle, after torque.

So why/what, is/does, the torque Plus Angle do when tightening a fastener ?
