It's a torque to yeld bolt. Most all new car and trucks are made that way. You are torqueing them up so they start to deform, you throw them away and get new ones every time you take it apart.
Also you NEVER torque a sutd in place. Only hand tight with locktight or sealer. The amout of torque has more to do with what the stud is made out of. The better the metrial the more torque.
