You are right.
On my PW, the previous owner had painted the rear half of the frame with it.
I found it stuck on rusty areas, but it areas that were not very rusty- it peeled.
I repeated this observation with an “experiment” on I did. 2 parts blasted and repaired, both just surface light rust.
#1 had epoxy primer then urethane paint.
#2 POR applied per directions.
Several days later I dipped both in a bath of warm lye water.
The painted one came out fine. The POR one stripped off completely. Like a hot knife through butter.
I HAVE used POR successfully on rusty parts, as well as their engine paint, but will not use it on non-rusty parts because it does not appear to bond to metal like epoxy primer and paint. POR is a coating, not a modern paint that chemically bonds to the metal.
