Freeing up a stuck 230 motor.

I purchased a complete frame / rolling chassis and the motor would turn roughly 90 degrees then it stuck. It is a 230 with the water bypass in the head. I did try a breaker bar but I didn't hang off the thing or stand on it. I applied just enough force to know I wasn't going any where in either direction now. What do y'all use to free them up other than a 2x4 and a dead blow with the head removed?
I have loaded it up with PB Blaster, WD40 and seafoam just because I had it on the shelf. I tilted the frame toward the drivers side and shot it in each plug hole.
