It would turn about 90 degrees, either way, then jam. It was a spun rod bearing that the 2 halves would pile up on each other, wedge together and stop the crank rotation. Would go back the other way until it would jam in that direction. Whatever the issue is, its not likely it will be fixed merely by getting it to turn. Just tear it down, rebuild and be done with it. If you're lucky, its rebuildable and not a thrown rod, damaged block, etc.
