Front Axle shaft bushing trouble

I'm in the process of repairing/rebuilding the front axle. The passenger side axle shaft bushing has been Turing in the bore for some time... Is this a common or occasional, or un-heard of occurrence?

There has been someone ahead of me, who tried to stop it from turning by using a chisel or punch to mark up the bushing, and the bore. Thoughts, uggestions and guidance welcome.
