Since you're installing a race clutch, do you know how much more clamping force is generated over the stock clutch cover? Which cover are you using - Diaphragm, Borg & Beck, or long style? The later two require more pedal effort than the Diaphragm, clamping force and type of cover could be the reason for higher pedal effort.

Normally shimming the ball is to compensate for worn parts, here is a video to show you how to get the right geometry.

Lastly, are you sure the race clutch is correct for your application?
