Steering setup question, WDX

I was helping a friend yesterday with his WDX, he has started with a bare frame, and built a good driver. He has called me periodically with questions, and I have helped him over the phone. Letely he had questions about setting up his steering. (Not power steering) I told him how to do it, but he could not seem to make it work out to have the same # of steering wheel turns from center to left as center to right. I went to his place yesterday to see what I could do. There are about 4 1/2 turns , lock to lock, with the pitman arm on. About 5 3/4 with it off. (numbers from memory, so give or take)
So my thought process is this:
With pitman arm off, front wheels centered straight ahead, find center of steering box travel, and put the pitman arm on there. We would than go left , counting srteering wheel turns to stop, then back to center, then to the right to stop. We could never get the same number left to right. We tried moving to the next spline and then the next one, then the other way, the closest we could get was 1 3/4 turns to one side and 2 1/2 turns to the other. It baffled the heck out of me.
He has the toe in set at 1/8". New tie rod ends, steering box not too sloppy.
So, what were we missing, or do they not have an equal # of turns left to right?
