If you have just the pitman arm on and have not connected the drag link, then the steering wheel should turn the same number of turns lock to lock as it does without the pitman arm. If it is then it is possibly hitting one of the steering box mounting bolts that is either not tight or has too many washers that hold the bolt head out too far.

If you have the same number of turns lock to lock with the pitman mounted then you need to look at the front end. Without the drag link connected, turn the front wheels full left and full right. Measure the Number of degrees that the wheels turn when you are turned both full right and full left. Measure both left and right wheel angles at full left and full right. The angles should be the same. If not look for what is not right.

Check the tie rod. Are you sure that it has 1/8" toe in. How did you determine the toe in. If the tie rod is not correct you could see problems like you say but it would have to be way out of alignment. Check to see if the tie rod ends are on correct. See if they are hitting anything. Check to see if the tie rod is hitting the differential.

Is he using all the original parts or did he put some now parts in the front end. Check each new part that he put in to see if it is correct.
