Its been years since I looked at a Non PS Box, I cant remember the spline set up on the non PS Box. With that in mind I share this about the Saginaw PS box with hopes that you output shaft is set the same way.

The output shaft on a Saginaw PS box has a spline every 10 degrees and every 90 degrees one spline is missing. The pitman arm is machined the same way. This is set up for assembly line work so each and every pitman arm is in exactly the same location and all steering wheels are straight. If you take a diamond shape file, and carefully file the missing splines on the pitman arm, you can then index the pitman arm anywhere you want it on the 10 degree spines. You can more easily get to center. Its possible you have the wrong pitman arm or drag link ?
