"Now I have taken a minute to look at this issue, and I conclude that this plan would be just fine from a legal perspective, as it violates no (Arizona) law that I can see. (In Arizona one might have to comply with ARS 28-2165 - reporting the VIN hijinks to the MVD). Now, swapping data plates around is bad business IF the intent is to steal, or defraud, or otherwise be dishonest. (The curious may see ARS 28-4593 and 29-4594 for the details on the fine line). But, as long as there is only one 1965 Mustang Vin#XXX123, and it hasn't been stolen or previously scrapped (you can't use a VIN that has been scrapped - it no longer exists), then I don't see a problem."

Your last couple of lines says it all. "Previously scrapped" What has Mr PG done with those trucks? Parted them out!

As for your other part saying start with a pile of titles and end up with a bunch of cars. Where are those cars the titles belonged too????????????????????????

Either stolen,wrecked/totaled or parted out (Previously scrapped). If the car still exists then it could be rebuilt with the new parts.

YOU CANNOT TAKE A VIN/SERIAL # FROM A VEHICLE AND PUT IT ON ANOTHER VEHICLE!

Your Arizona laws are probably for street rod/custom vehicles. Build a street rod from all store bought parts you cannot title is as an old 1920's or 1930's Model T. You have to apply for a new title and the state issues a VIN # for it at which time it will be rivoted on with special rivots.
