Answer to your question

Yes you could.

The 95% truck could have its frame replaced with the frame from the 5% truck. All legal and fine. For a purist this truck wouldnt be "original" or have its "original parts" still intact. Those that can be proved on a Power Wagon. But otherwise legal.

You could take the good cab and parts off the 95% truck and get the 5% truck back on the road. The 5% has a title and serial# also if I am reading this correctly.

You could not take the 5% serial tag off that truck and put it on the 95% truck and call it what ever year it was and have it be that truck.

In your case you should evaluate both trucks and decide which one lives and which one is parted out. Going by Hanks Arizona laws the truck that has now been parted out is tagged on the toe DEAD and can never be alive and well as a truck ever again.

If you were a crook you could then sell the VIN/Serial # and title of the parted out truck to someone and they would put it on a truck they have and suddenly the 5% truck is alive again?!?! Thats illegal and fraud. Thats what I have been talking about all along.
