Selling VIN tags and titles is illegal. Selling a truck (even if the only usable thing left is the frame) with a matching VIN tag and a title is legal because the truck has not been truly parted out as the frame (and maybe some other assorted parts) still remain.

Taking two junkers and making one good usable truck out of them is legal regardless of which frame is used in the end, as long as the VIN tag and title match that frame.

If someone buys a frame and VIN tag without a title, then the frame is only good to disassemble and use for parts and the VIN tag is only good to hang on the wall for display. If someone buys a matching frame, VIN tag, and title, then they are legally buying a truck that they can rebuild or use for parts. Any extra parts that come with the frame, tag, and title are just icing on the cake.
