You should have 12 volts to ballast resister from ignition. That incoming lead should have a 'y' to the #2 pin, giving 12v to brain. #2 should connect to the ign for 12v, not thru the ballast for 5-9v, maybe wiring is improper? If you are only getting 9v to ballast from ign switch, there is your problem. Only tother ting is, is your coil hooked up baxckwards? + goes to ballast, - to brain.
