per this diagram, wire #11 from ign, goes to ballasst then on to #1 at brain, should have 12v. Minimum voltage is 11v, any less means bad ign switch, or crummy wiring. Wire 12 is the ballast bypass, puts full voltage to coil when cranking, only at that time the starter is drawing battery down to 10v.
Try jumping 12v to #1 wire at brain?
