POR has its place, perhaps, but I'm not sure where it is. I have had POR and Eastwood's high dollar "Coroless" **fall off** old projects.
There is no substitute for surface prep.
Prepare the metal. Sandblast to bright. Etch with phosphoric acid / zinc phosphate.
Paint with a 2 part (epoxy) primer., 2 coats plus a sealer coat. Then whatever suits.
This will be cheaper than POR and last longer.
