Carb rebuild

Starting to put carb back together. I did pull governor and soaked it as per manual. Manual says to use gasket with 4 holes not slots between governor and carb which I do not have. Kit came with 2 slotted gaskets. Should I attempt with gasket and sealer or get gasket. Still soaking jet pump which does not want to move. Thanks in advance.
