I have an E7S1. I am not sure if it is similar to your carb but suspect it might be, and so you may want to check for the issue below.
I had a problem where the truck would not idle without having the choke pulled out about halfway. I had it rebuilt twice by mechanics that had experience with carbs.
Still no help.
Finally I had Demetrios (in FL) do it and he said that these carbs (almost all of them he works on) have a very small idle passage in them that is easily clogged. This passage has to be cleared by use of a fine wire (I think he said).
Dave H had given me the recommendation for Demetrios.
His work fixed the problem. .
Demetrios is now retired, unfortunately.
