That is the correct location for the muffler on your '48. Your muffler may have holes that have developed in it due to age, but those usually develop on the bottom side first. Did a previous owner rotate a badly rotted muffler so the holes are now on the top side?
Even with a brand new muffler, the floor gets hot. This could be one reason that WDX-WM300 model Power-Wagons came with cab heaters only as an option. No matter how cold it may be, even if the truck never came with a heater, the passengers feet remain nice and toasty warm.
Opening your cowl vent and letting fresh air into the cab will help. All that air rushing in goes right to the floor. Of course THAT stirs up a lot of dirt and dust but it is just part of the Power-Wagon experience that most people never have the chance to experience and enjoy.
