muffler location

I have a '48 B1 powerwagon and the muffler is located directly below the floor board on the passenger side. When I'm driving the truck, the floor board gets incredibly hot, so much so that you can't put your hand on the floor board. I'm guessing the floor board is getting hot off of the heat of the muffler. Is this location the correct location for the muffler? If so, how come it's so hot, is there something wrong with the muffler? Thanks.
