Then put some corks in the holes and use a diluted phosphoric acid rust converter. Soak it for a day or so, drain, pressure wash again, neutralize with baking soda mix.
Your cooling system may be full of rust mud up above the core plugs. And you can inspect the outside of the cylinders for steam pits, like cavitation pits on an outboard prop.
