the top and bottom rails are critical for strength, in most states it is against DOT regs to weld them, it is always specified in manuals that NO drilling or welding be done on them! it will harden the steel and make it less flexible and more prone to break further. internal, external or double fishplating is the solution bolted or riveted through the side wed of the framew, if theres heavy truck repair near, they can use 'huck' fasteners to install the fishplate and hangar, safety first! I have always discarded broken frames, no ifs ands or buts!
