If it were me, I'd sand blast the frame to get a good look at the cracks. The left crack may stop at the hanger, or could go further down the side, in either case I would "V" the cracks, weld, grind them flat, and weld a 1/4 in strip of chromoly steel on top leaving the hanger alone. The frame is chromoly so you don't want to weld to fast, maybe an inch then let it cool or you will soften it to mild steel, and make a bad situation worse.
