How to bench test the voltage limiter

Anyone know how to bench test the voltage limiter?

From the service manual, the propose of the voltage limiter is to regulate the battery or alternator voltage input voltage to a constant voltage of 5 volts D.C.

I tried to test my voltage limiter today by connecting the input terminal to battery positive, and using a multimeter from output to battery negative. But this gave me 11.92 volts, i.e. the input voltage.

Any ideas on how to properly bench test the voltage limiter?
