Matt, I'm assuming you are mounting the power steering on a WDX-WM series Power Wagon. As Tom mentioned, the frame on these trucks is thin enough that it's pretty easy to bend the top flange with a large Crescent wrench. A little heat will help too.
Dodge did the something similar on the Sweptline series trucks to clear the steering box, so I think you are in safe waters here. Your bend will not need to be as aggressive as in the photo above.
On my 6x6 I ended up cutting the frame because it is much thicker than the Power Wagon frames and I wasn't sure how it was going to turn out. In hindsight I wish I'd bent the frame. At some point I may weld a gusset along the top of the cut to help spread the loading. I also ground off the horn at the front of the steering box because it's unnecessary for this application.
