You need to give it a controlled test, the relay will be closed when charging. Is it charging? Do you know the voltage?
It will also be closed if there is a load on it because something is wired wrong. Did you do a visible inspection of the coil type resistors?
The reverse current cutout relay is just that. If the air gap and point gap is wrong it will not function as designed.
