I had the same problem. Mice had stuffed each end of the crossmember with wool which held all the mud and water in. I drilled big drain holes in each end then power washed the inside. I blew most of the water out with air and let it dry. Then I sprayed the entire inside with rust converter. Next I painted the inside with Hammerite paint from an aerosol can. This paint has interlocking glass leaves that are supposed to block penetration. I've been really pleased with the results.
