Frame height restrictions in California

Did some burrowing in the California Vehicle code for height restrictions. For ALL passenger Vehicles, the frame height can be no more than 23 inches from the ground. Does anyone know what the STOCK frame height was on a Power Giant W-100 Townie? I think it had to be more than 23". Thanks
