In a working hydroboost the small 5/16" line that returns to the PS Tank should only dump about a tea spoon of fluid when the pedal is released. Sounds like you have either a obstruction in that line or it may be plumbed wrong. This will cause a back up in the hydroboost causing slow pedal return and poor operation. It also may be a hydroboost internal problem.
Is the small 5/16" return line a home run direct to the PS Tank ? Or do you have it plumbed into the large return line with a TEE? Usint a TEE fitting will cause poor flow from the small return. Instead of a TEE, a WYE must be used. The large return line goes thru the TEE on the straight thru path. The small return line comes in on the angle port on the WYE in a direction so it will merge with the continuous return flow in the large return line. The WYE must not be installed so the small return goes into the WYE opposing the large continuous flow.
Also, if you hold the brake pedal down and then start the engine do you feel a slight drop of the pedal and then a immediate little push back ? If not the return system is in question.
