Carter E7T2 idle screw adjustment

Hi all,

I just rebuilt my E7T2 carb after disassembling and cleaning it. I went to set the idle screw to "optimal" with a vacuum gage and it does not have any impact on the vacuum gauge, nor does it change how the motor idles.

Should I be able to make the motor die by screwing the adjustment all the way down (I can not)? Shouldn't this adjustment have an impact?

The vacuum is about 17 and very constant while at idle.
