More likely, they're not necessary on the fresh water side in a properly maintained system. It seems like the main problem with corrosion in cooling systems is the radiator which develops pinholes as the zinc in the brass dissolves out until you get sort of a porous copper sponge. I've seen it happen to brass chain that was exposed to salt air for years -- turns into a brittle copper sponge. A zinc anode wouldn't prevent the zinc from dissolving, and I'm not even sure a magnesium one would. It would protect the block and water distribution tube, though.
