Vacuum pulls the pli\unger closed against the spring's presure. At that point there is a small air leak through the orifice that has the wire through it. The wire keeps carbon from clogging the orifice- the wire rattles around.
At full throttle / no vacuum, the spring pushes the plunger back, the tapered end comes away from it seat, to full open. That allows maximum re-cycling of the blow-by gasses. Result is cleaner crankcase,since blawby = sludge; cleaner air; and a very slight improvemnt in gas milage.
