Most of the inexpensive brake controllers work on a "pendulum", and when you hit your truck brakes the pendulum swings forward, making your trailer brakes work.
There are usually two adjustments, one for sensitivity, and one for "neutral". Have you downloaded the manual for that controller and adjusted while level and your foot off the brakes?
The controller is a current limiting device. The more you hit your brakes, the more DC current goes to the trailer brakes. Or, more simply stated the more that pendulum swings forward, the more current goes to the brakes. And the more aggressive the brakes engage.
