Sorta O.T.Trailer brake controller question

It is on the W100 however. Hooked the controller up, seeing what it would do, didn't make a difference, now maybe the brakes are shot, don't know, not my trailer.
Checked the blue power wire coming out of the unit, has 12V all the time, is it supposed to? Does it work on amps?
Unit is a Tekonsha and did work when it was on my '97 Ram.
