Just for comparison a 1:1 final trans gear, 4.11, 65mph would yield 2560rpm with the 35" tires and 2270 rpm with the 39.5" tires. It doesn't sound like a big jump but once you get a little above 2000rpm your economy really drops off fast. Changing the governor spring will allow the engine to rev higher but doesn't change the fuel consumption characteristics. I would strongly recommend some type of intercooler as well. I built my Jeep for trail use only so it doesn't have any IC but when I drive it on the road the egt's really climb fast even with only a mild incline.
